House Speaker Mike Johnson claimed Friday that President Trump’s call for Republicans to end the Senate’s legislative filibuster and force a resolution to the monthlong government shutdown was just an “expression of the president’s anger.”

“He is as angry as I am, and the American people are about this madness,” the speaker said during a press conference alongside Agriculture Secretary Brooke Rollins. “And he just desperately wants the government to be reopened so that all these, these resources can flow to the people who need it so much.

“I’ll just say this in general, as I’ve said many times about the filibuster, it’s not my call. I don’t have a say in this. It’s a Senate chamber issue,” he added.

“But the filibuster has traditionally been viewed as a very important safeguard. If the shoe is on the other foot, I don’t think our team would like it. The Democrats, look, they’ve said what they would do. They would pack the Supreme Court, they would make Puerto Rico and DC states, they would ban firearms.”

Trump, 79, suggested Thursday night that Senate Republicans should go “nuclear” and scrap the 60-vote legislative threshold to restart all government operations.

“BECAUSE OF THE FACT THAT THE DEMOCRATS HAVE GONE STONE COLD ‘CRAZY,’ THE CHOICE IS CLEAR — INITIATE THE ‘NUCLEAR OPTION,’ GET RID OF THE FILIBUSTER AND, MAKE AMERICA GREAT AGAIN!” Trump posted on Truth Social.

Trump added that even on his whirlwind Asia trip “the one question that kept coming up, however, was how did the Democrats SHUT DOWN the United States of America, and why did the powerful Republicans allow them to do it?” 

Senate Majority Leader John Thune (R-SD) and other GOP lawmakers have committed to keeping the 60-vote bar for passing legislation, one of the few powers in the legislature that allows the minority party to check the majority party.

In his first floor speech of the 119th Congress, Thune defended the filibuster as a tool that the “Founders intended” to “ensure that the Senate stays the Senate.”

“They made the Senate smaller and senators’ terms of office longer, with the intention of creating a more stable, more thoughtful, and more deliberative legislative body to check ill-considered or intemperate legislation and protect the rights of the American people,” he said.

Under former President Joe Biden, Senate Democrats were unable to abolish the filibuster due to opposition from centrist Sens. Joe Manchin of West Virginia and Kyrsten Sinema of Arizona — both of whom later switched their affiliations to independent.

“Just a short while ago, the Democrats, while in power, fought for three years to do this, but were unable to pull it off because of Senators Joe Manchin of West Virginia and Kyrsten Sinema of Arizona,” Trump also wrote.

“Never have the Democrats fought so hard to do something because they knew the tremendous strength that terminating the Filibuster would give them.” 

All but three Democrats or Democrat-aligned independents — John Fetterman (D-Pa), Catherine Cortez Masto (D-Nev.) and Angus King (I-Maine) — have voted in lockstep 13 times to block a House-passed bill to fund the government through Nov. 21 

Republicans need five more Democrats to break ranks to clear the filibuster threshold.
