WASHINGTON — Senators negotiating a bill to create a path to citizenship for 11 million illegal immigrants said yesterday that they are “90 percent” close to coming up with legislation as they toured the Arizona border — and watched a Mexican woman scale a fence.

“Border Patrol successfully apprehended her, but incident is another reminder that threats to our border security are real,” Sen. John McCain (R-Ariz.) tweeted of the event.

“What I learned today is we have adequate manpower and not adequate technology,” said Sen. Charles Schumer (D-NY).
