Tulsa Police Officer Betty Shelby was charged Thursday with manslaughter in the

during an incident caught on video.

The district attorney said that Shelby was “escalating” the situation as the man, Terence Crutcher, walked back to his car with his hands up and that the officer became “emotionally involved to the point that she overreacted.”

“I do not know why things happen in this world the way they do,” said Tulsa County DA Steve Kunzweiler.

“We need to pray for wisdom and guidance.”

Shelby encountered Crutcher after his car broke down in the middle of an Oklahoma road on Sept 16. She ordered Crutcher to show his hands. He complied and proceeded to return to his car.

Although it did not appear Crutcher was armed, Shelby drew her gun and yelled at him to “get on his knees,” a complaint said.

When Crutcher refused, Shelby fired a single shot that struck him in the chest and killed him.

Shelby said she “feared for her life” and thought Crutcher was going to kill her. The DA said Shelby “acted unreasonably” by escalating the situation.
